I read your article and wanted to let you know that our school district is a wonderful district that takes part in an assessment that gives us excellent information about where our students are performing.
I want to point out though that research shows that teachers typically have the information on student perfromance based on their informal observations and that this matches what formal test data shows. Most summative data occurs at the end of a shcool year which is too late to impact education. More useful is formative assessments which give teachers data on an on-going basis so they may make adjustments to what they are doing or to how students receive the information.
